授業の概要
This course examines business and human rights issues from comparative, transnational, and international perspectives. The Guiding Principles on Business and Human Rights (UNGPs), since being unanimously endorsed by the Human Rights Council in 2011, have become the authoritative global reference for preventing and addressing adverse human rights impacts arising from business activity. Global supply chains in cross-border trade present significant human rights risks and challenges. In 2020, the Japanese government published its National Action Plan on Business and Human Rights (NAP), which expects all Japanese companies to respect internationally recognized human rights and the principles, introduce human rights due diligence based on the UNGPs and engage in dialogue with stakeholders, including in its supply chains. Further, the government released the Guidelines on Respecting Human Rights in Responsible Supply Chains in 2022. In EU, the Directive on corporate sustainability due diligence entered into force in July 2024, making human rights due diligence mandatory. In Asia more governments are launching NAPs and policy measures on business and human rights. This course will discuss how business practice work to prevent human rights risks and what policy measures are needed to create enabling environment for business to respect human rights and what roles civil society plays.
科目目的
This course aims to expose students to the current global discussion and practices on “business and human rights.” In this course students will learn the relationship between business and human rights, and they examine the role of law and policy to achieve the human rights protection in international business arena.

In this course, students will gain an overview of business and human rights issues shared by global society. Students are expected to learn to understand the human rights issues in business and identify human rights risks in business related activities and to seek to find solutions therefor.

レポート | 40 | 2,500 words on any topics in business and human rights. Further instruction is provided in class. |
平常点 | 60 | Each class consists of a lecture by a professor and discussion by all students. International and Japanese students are expected to share the current situation in their home countries and in Japan on issues raised in each class. In a class, Master students are generally required to respond to advanced questions, while undergraduate students are required to respond to rather introductory questions. They are also required to make a short in-class presentation on their mini-research topics at the end of the course that will be crystallized into their term paper after receiving some comments. |

Leading Business and Human Rights Policy Proposal Research Project at Institute of Developing Economies (IDE-JETRO) since 2014. Served as a Rapporteur at the first Asia Regional Forum on Business and Human Rights, Doha in 2016. Contributed to OECD in the Japanese version of OECD Responsible Business Conduct Due Diligence Guidance in 2019 and to the Japanese government in the Japanese provisional translation of OECD Guidelines for Multinational Enterprises on Responsible Business Conduct in 2023. Recent writings include: “Responsible Supply Chains in Vehicle Parts Industry Case Studies and Challenges”, published jointly by ILO in 2022. A member of METI’s Study Group on “Guidelines on Respecting Human Rights in Responsible Supply Chains” in 2022. A member of Sustainability Expert Committee, Sustainable Procurement Working Group and the chair of Human Rights Working Group of Expo 2025 Osaka, Kansai, Japan. Also serve as member of Socially Responsible Procurement Expert Committee of Tokyo Metropolitan Government.
【実務経験有の場合】実務経験に関連する授業内容
My experience in area specific as well as policy orientated research on business and human rights will provide students with unique opportunity to learn this issue. My regular participating in annual UN conferences on business and human rights allows me to share with students the forefront of global discussions. In addition, my experience in holding lectures and workshops for business community will hopefully contribute to interactive communication to stimulate discussion in the class.
