授業の概要
This course is designed for undergraduate students who are interested in public policy. Because public policy, meaning “a statement by the government of what it intends to do, such as a law, regulation, ruling, decision, order or a combination of these” (Birkland, 2011, p. 9), is closely related to our daily life, understanding how public policy is formed, decided, implemented, and evaluated and how official and unofficial political actors are involved in the policy process is important.

This course introduces the policy process and elements of the policy-making system, examines official and unofficial actors and their roles in public policy, and delves into decision making, policy analysis, policy design, and policy implementation.

This class will help students achieve the following course goals.
- Understand the policy (making) process.
- Identify the critical official and unofficial political actors in public policy.
- Learn policy frameworks and theories to explain the policy process.
- Understand the context of the policy process.
- Describe how public policy is made and implemented.
- Become a citizen who is aware of government actions and actively participates in the public policy process.

Mid-term Assignment (Stakeholder analysis) (30%): Students will select a specific policy they prefer to research from newspapers and analyze stakeholders involving in the policy. The analysis should be based on the following reading.

Report 1 Review of Japanese Constitution (10%): After reviewing the Japanese Constitution, find the roles and responsibilities of the Diet, the Cabinet, the Judiciary, the local government, and the people. You can also visit the websites of the National Diet, the House of Councilors, the House of Representatives, the Cabinet, and the Judiciary to find further information. Work with your group members and submit a report.
Report 2 Group Discussion (How to divide the chocolate cake equally) (15%): During class, the instructor will assign students into a group. The group members will discuss how to divide the chocolate cake equally. Please use the following chapter to write this report. The chapter will be available on Manaba.

Final Policy Paper (20%): A policy paper, in this class, is “a briefing paper, which typically provides a decision-maker with an overview of an issue or problem, targeted analysis, and often, actionable recommendations” (Herman, 2013, 2nd para.) Students select a policy to write the final policy paper by April 23. The template of the paper will be available on Manaba. Based on the template, students will analyze a current policy issue in Japan or other countries and recommend an alternative (s) to improve the policy. The paper will be evaluated by the following criteria: 1) Clear purpose; 2) Well organized structure; 3) Scope of literature review; 4) Effort of data collection & analysis; 5) Clear presentation of findings; 6) Contribution to the subject area; 7) Logical coherence; 8) Creativity; 9) Writing quality; 10) Correct reference.
A “plagiarism-prevention” program will examine the paper after your submission. To avoid plagiarism, students should strictly follow the APA style of citation rules. Refer to the website - https://www.scribbr.com/apa-citation-generator.
Final Paper Presentation (10%): All students will present their policy papers in the last two classes. This schedule might be changed depending on the number of students.
Class Attendance and Participation (15%): Class attendance is required. Any unexpected absence will result in a 20% reduction in the class participation grade. It means that if a student misses a class five times, she/he will get zero (0) points for class participation. Absence due to a medical emergency may be allowed. In such cases, students should submit documentation such as a doctor’s note. Being 30 minutes late is considered absent from the class. Perfect attendance, however, does not guarantee an excellent class participation grade. Students are expected to read the assigned reading materials and participate in class discussions. Active participation will lead to a high score in class participation. This grade is determined at the instructor’s discretion.
